A source within the Okoa Kenya secretariat has blamed Coalition for Reforms and Democracy (CORD) for the failure of the push for the proposed Okoa Kenya referendum.
According to the source who spoke to Citizen TV on condition of anonymity, Members of Parliament allied to the coalition and other compromised clerks jeopardized the whole process of collecting enough, valid signatures.
The source said that out of the 4,500 Okoa Kenya booklets given to MPs prior to the exercise, only 1,000 booklets were returned, begging the question where the rest were taken.
The source also said that some booklets were sold off by compromised clerks hired by the coalition to oversee the exercise.
If this is to be believed, then it means that the Okoa Kenya booklets must have landed in the wrong hands. But again, how did they make their way to the hands of the IEBC? Was IEBC compromised too?
This is the same question CEO of the CORD secretariat Norman Magaya posed when he alleged IEBC displayed different booklets from the ones they submitted to them.
“Part of the booklets the IEBC was displaying last week, there was that column for phone numbers, and we are curious to know because we never submitted to IEBC any single booklet that had that column for phone numbers,” Magaya said.

According to him, CORD removed all the sections with phone numbers but IEBC displayed booklets with phone numbers.
Despite disputing claims that a section of the secretariat Okoa Kenya was compromised in one way or the other, Magaya tends to believe that IEBC colluded with another group to ensure that the referendum push does not go through.
Reports of infighting between the committee of experts and the Okoa Kenya secretariat are also blamed for the flopping of the whole process.
It is alleged that there were disputes over who is superior to the other between the two factions, leading to the whole exercise being bungled, thus leaving loopholes which IEBC used to dismiss the push.
But CORD leadership has maintained that IEBC should be held responsible for the failure of the referendum.
CORD leaders Raila Odinga, Kalonzo Musyoka and Moses Wetangula have led their brigade to demand the disbandment of the electoral body on grounds that it is working with the Jubilee government and therefore cannot be trusted with another election.
With the 2017 polls drawing closer, CORD believes that IEBC will do all it can to help Uhuru Kenyatta’s coalition retain power.
But IEBC has dismissed the claims saying that CORD needs to put its house in order. Despite admitting that it did not verify the signatures that CORD presented in the booklets, IEBC said that the names submitted did not match those in their records.
The commission has told CORD to go back to the drawing board if they wish and collect fresh signatures if they want a referendum.
